Appearance
Eugene is about 6' 3" tall. His shoulders are broad and muscular.
Behavior
Eugene is cagey, likely to answer questions with questions and generally not be very informative. McGibbon is paranoid, and if the question is about himself very likely to give false or contradictory information. McGibbon can be friendly if he decides that who he is talking to is willing to entertain his theories. If anyone tells him his theories are wrong he could fly into a rage, or simply disappear. Thereafter he will mark that person as "in on it"...whatever "it" is.
History
Eugene McGibbon is an American, born in northern central Illinois in the late 1800's. He moved to St Louis and began working as a reporter for the "St Louis Chronicle", a minor newspaper. Eugene had a talent of tracking down information and being able to make sense of things using many different sources. Shortly after the beginning of WWI Eugene began tracking deaths he thought were strange or being covered up. One night he was visited by Remilard, a Nosferatu hiding in the city. Eugene's research had begun to uncover the Nosferatu's kills. Remilard needed to shut him up. Eugene resisted the vampires efforts, so Remilard embraced him, wanting to not be outed to the vampire and mortal populations.
Remilard blood bound him and drug Eugene all over the United States. Eugene was interested in all the conspiracies he could find. Often he would debunk the worst ones, but from time to time he found the real movers and shakers for each event. In 1948 Remilard and Eugene were in Dallas. They separated to gather intelligence, Remilard never returned. Eugene spent six months in the city gathering information and looking for his sire. He eventually found evidence that Remilard had fallen afoul of a couple of Giovanni in the city, and was staked out on a roof top at the Sexton Foods building at 411 Elm street. There were also conflicting leads that showed Remilard was sold by a Supernatural group to agents of the CIA.
Once again Eugene started gathering information, all while keeping moving so as to not be bound up in any city. By 1949 Eugene found his way to San Francisco, and decided to stay there. His files were voluminous, and only continued to grow. Eugene was an informant for many newspapers, and also several government agencies. He began to publish a quarterly periodical called "The Underground Paper". Eugene began to suspect there was a Nictuku in the city in 1988. He began to be even more paranoid than ever. By 1999 he withdrew to only a couple of contacts. When the Kuei-jin hit the city in 2000, Eugene was already bunkered up. He has been sneaking intel to those in the city he likes. None of them know it is him sending the information, but without him, the resistance to the Kuei-jin would have already failed. In 2000 he published a warning to all the city about a plot he uncovered to damage the city with airplanes. His publication foiled the efforts in San Francisco, New York wasn't so lucky. The FBI spent the next decade trying to track him down.
Recent Events: Mr Underground hasn't been seen since the Kuei-jin entered the city and took over. The FBI have been looking for this newspaper author since 2001 when he scattered pamphlets all over San Francisco warning of airplanes flying into buildings downtown.
