This is a potential power, level 5 or 6 - it's an extension of Astral Travel, and as I've got it currently would read in a very similar fashion:
System: The player rolls Perception+Computers (Variable difficulty) and spends a point of willpower. The difficulty varies on the destination familiarity - however, knowing something logically is a rather different experience than knowing it physically. Attempting to intrude into a secure location does increase the difficulty, as the users' electronic form attempts to bypass firewalls, malware, and any other security suites in place. Once at the destination, attempts can be made to loot and pillage. With a successful Wits+computer roll, the character can take over the computer, using it to interact with someone or simply copy all the information back to another spot.
Admittedly, this opens up a lot of variables - however, it doesn't secure your own devices in any real fashion, which keeps path of Technomancy useful.
