This altar was created by the Order of Hermes Craftsman [[Phidias]] in around 468 BC.  It is used for charging the Masks without feeding their ego's through sacrifice.  In 480, Torenus changed out the Spirit Regulator installed by Phidias to accomplish this.  After that the Masks charged there had open and full access to their spiritual counterparts in the Aether.  Such chargings led to the freeing of the Quatro Maorum, and the Masks Cronus and Rhea.
