The Caitiff of London are a secluded, scared lot. Mithras hates them, and his sheriffs and scourges actively try to harm and drive them out of the city at Mithras request. That is the public face. The private face is that Mithras' cult leaders catch Caitiff and take them to their God. As a unrecognized clan, they are afforded no rights in the city.
