So, in essence this ritual is what we call meta-magic, a path or more often, a ritual that modifies other rituals and sometimes serving as a foundation stone for further magic. Like the level one Thaumaturgy ritual: Dedicate the Chantry, this ritual is necessary to work certain other infernal spells. But Dedicate the Chantry and similar rituals, there are many, usually lower the difficulty by a specific amount, in the case of the dedication it lowers all defensive magics by one.
