Dark City of Belogradchik: Belogradchik is the second largest town in the province of Vidin. It's name translates as "Small White Town." It boasts about 7000 mortals as of 2007, including a small population of Serbian refugees. It has seen a certain amount of upheaval in recent years, including a schoolyard shooting, and the sudden madness and death of Ivo Lukianov, one of its leading citizens.
Its economy is primarily based on tourism, though the surrounding land has recently been bought up for agricultural purposes.

Ivo Lukianov: (Born 1947, Deceased 2006). Leader of a large family with extensive industrial interests throughout the country. He was known and reviled for his slash and burn business practices. In 2005-2006, he suddenly went mad, drastically altering his will, and squandering a large part of his family's wealth on attempts to prove the existence of the supernatural. He has been succeeded by his son, Ivo Lukianov Jr.
Ivo Lukianov Jr.: born 1964. Eldest son, and inheritor of Ivo Lukianov Sr. He has thus far been successful in uniting his fractious family behind his leadership, largely due to the financial and behind-the-scenes backing of his cousin-in-law, Todor Nikolev. He lacks the force of personality and ruthlessness of his father, and has thus far spent most of his time trying to rebuild his family's financial empire, all the while reaping the whirlwind of his father's extremely unethical practices.

Rayna Nikolev: born 1972. A cousin of the Lukianov family, she would have remained in obscurity if not for the twin lures of tragedy and scandal. In the wake of her family's tragedy, she was suddenly widowed as her city councilman husband died under mysterious circumstances. She immediately moved into the home of her new lover, the former athlete Todor Nikolev. Her daughter, Iveta Berbatov, has returned to London to complete her schooling.

Snezhana Choroleeva: Born 1941. The matriarch of the Choroleeva family. In conversation she often speaks of her dear, deceased husband, Sergej, may he rest in peace. The Choroleeva family owns most of the commercial buildings and about half the rental property in town.

Ivanka Lom: Born 1969. Ivanka is a prosperous businesswoman with good charisma, impeccable tastes, and a flair for the dramatic. She makes a point of meeting tourists, especially males, feeling them out as clients for her escort service. Though she is free with her gossip, she is likely to embellish her stories and even bend the truth for effect.

Valko Christova: Born 1965. Belogradchick's Chief of Police was appointed by the municipality government, and the local authorities (especially the mayor) resent this. His early career included a stint with the national investigative service (equivalent to the FBI), and he frequently calls on these contacts when he needs them.

Krastyu Lukanov: Born 1984. Willpower 6. An extremely skilled administrator and promising politician. Krastyu decided to put off a promising career in national politics to become the mayor of his hometown, Belogradchick. He is fulfilling Benesj's promise to look after mortal affairs for the town's new mistress, Lady Blagorodina. (Dominated, not Blood Bound).

Father Amadeus Papandreus: Born 1972. The town's most energetic priest, Father Papandreus recently built a Greek Orthodox Church on the outskirts of town. His pamphlets can be seen regularly littering the town, and he tirelessly advocates the downtrodden, including the town's Serbian refugee population. The more credulous whisper of miracles occurring in his presence, while the more prosperous just wish he'd go back to Athens.

Who Rules: Ilarion Penev Born 1950. A politician who has become adept at balancing the interests of the two major families in town, Ilarion appeals to the majority who have no ties to either family. He makes a point of greeting newcomers to town, especially those who look like they may have enough money to make a difference. He is the best source of reliable information on the town for any tourist.

Organized Crime: The Sons of Chirnabog are a group of skinhead - nationalist bikers who run a minor protection racket in the city, and occasionally sell their services as muscle or smugglers to larger criminal organizations.
