Dice Pool: Manipulation + Occult
Cost: 1 Willpower + 1 Divinity
Description: The Avatar of Water need only see the target
to inflict a state of drowning upon them. The Avatar conjures
water directly into the target's lungs and this only works upon
air-breathing creatures. Any deity who has mastered the innate Power
of Water Breathing is immune to this effect unless the Avatar
expends an additional Divinity per each new initiative.
Those who are drowning increase all their difficulties by one and
take a number of levels of bashing damage each initiative minus their
bashing soak roll.
Each round the victim must make an appropriate virtue roll in response
to drowning or flee the area. A botched virtue roll could result in a
derangement related to drowning or water.
