The Toreador known as Niles is an architect, partially responsible for Casablanca's distinctive white style. It is unclear what value he has to the French Toreador, and Prince Villon specifically, but when their attempt to overrun the city ended with the end of the French Occupation, Niles remained as a hostage to the Toreador's good behavior. As such, he is required to attend Elysium, where he is almost ritualistically subjected to the derision of the elitist local Lasombra, and given the tasks no one else wants. It may be that the ugly urban sprawl that now surrounds Anfa is some form of petty revenge. Then again, maybe mortals just do that.
