'''History: '''Arkady Vladimirescu grew up in Timisoara.  After high school he was recruited to be a policeman.  After a short time on the force he showed aptitude for gathering information and an interest in the occult.  He was then moved to the Paznic de Noapte. He was given the task of coalating information and organizing it to show trends and incidents. This was a top secret division within the Soviet Police stationed in Romania.  Arkady performed so well that he came to the attention of the local Tremere who gave him an offer he couldn't refuse. After being embraced, he was transfered to Houston for training and edcucation. In order to facilitate his change from being human he took the last name "Dallas", because he liked the city.
