My first thought upon reading this discipline technique is that its both basic and useful, a sort of replacement for Dread Gaze, for those who don't have Presence.
The second thought that occurred to me is that effect has the most effect if its instantaneous, and neither Eyes of the Beast or Shadow Play take a turn to manifest, so with the expenditure of a point of blood the effect takes place.
