			William Albert Pennington II was born in Westminster area. William was one of three children. The other are his young siblings Thomas and Dorotea. His mother died after Dorothea was born. William was four. William always blamed Dorothea for killing his mother.

			Williams father was also William Pennington, who was a English army colonel. After the death of his wife he remarried three years later to Hortencia Bladon Reims. She also had two children. Young William despised her on general principals, and the feeling deepened as he was sent off to boarding schools and she gave his father two more children. William went on the graduate from Oxford with a law degree.
