The Underground Paper

Theoretically authored by Fyodor Dostoevsky. The small paper publishes local news and occasionally national news important to the city. The paper sells advertising to local businesses, and the money then goes through a series of shell companies before vanishing. The paper often comes out monthly, with occasional !!SPECIAL!! editions happening.
The paper is run publicly by Conrad Haidos. The paper was established from a grant in the fifties, and basically breaks even on it's costs. Conrad has three employees, Adrian Libros the receptionist/editor, Marvin Bell type setter and printer, and Frank Gains general labor and janitor for the paper. Conrad readily admits to accepting stories from the never seen Fyodor Dostoevsky.
