Introduction
The story of Project Pandora is inspired by illegal 21st century Gain of Function viral research the likes of which produced the Covid-19 epidemic.
The key difference here is that the story takes place in 1905 during the runup to World War One when several European nations are building up their militaries and investing heavily in munitions and weapons research.
Another key difference is that this occurs in the World of Darkness, so supernatural entities and forces are also involved and can potentially be exploited in the same way as Maxim guns and mustard gas.
As in real world history the British Empire sees a growing threat in the imperial and military expansions of the German Empire and the vociferous diatribes of Kaiser Wilhelm.
